The Council offers a full range of services to support residents with birth registration. You may be celebrating a birth and want to register your child. Alternatively, a change of circumstances may mean you want to re-register a birth. You may also wish to obtain a copy of an existing certificate or register a stillbirth. Payment for copy certificates and ceremonies should be made by debit or credit card (credit card will be charged a 1.5% admin fee).
How to register a birth
A walk in service for birth registration is currently offered between Monday and Thursday at Langtons House, Billet Lane, Hornchurch, RM11 1XJ between 9am - 4pm, for all births that took place in Havering. No appointment is necessary although please note that it is offered on a first come, first served basis and there is a maximum capacity that can be accommodated each day.
NEW SERVICE : As from Monday 2 April 2012 a new birth registration service can be offered. If you LIVE in either Barking & Dagenham OR Redbridge, you can register at your local register office, even though you gave birth in Havering/Queens Hospital. The contact details are below:

Birth Registration
Every birth in England or Wales must be registered in the district in which it takes place within 42 days of the date of birth. Information for the registration is given to the registrar by the person registering the birth. The information, which is usually recorded on computer, is also recorded in the birth register and the person registering the birth signs the record.
If it is inconvenient to go to the district where the birth took place, the information for the registration may be given to a registrar in another district. The registrar will record the registration particulars on a form of declaration and send it to the registrar for the district where the birth occurred. The registrar who receives the declaration will enter the information in the birth register.
Certificates of the birth, which may be ordered and paid for at the time of making the declaration, will be posted by the registrar for the district where the birth took place. The baby does not need to be taken to the registrar's office to show that the birth has taken place.
Havering health authority or the hospital where the birth occurred will notify the registrar of the birth.
At the time the child is registered, you will be issued with a free short certificate and have the opportunity to purchase further copies.
To obtain further Copy Certificates
If you need further copies of the birth certificate after the child has been registered you can apply directly to the Register Office.
A standard certificate costs £10.00 and a short birth certificate, which shows just the name, sex and date and district of birth also costs £10.00 per copy.
Payment must be received before the certificate is produced.

Birth - Re-registration
1. Where the natural parents of a child have married each other since the birth occurred. Even if the father's details were originally entered in the birth register, and even if the child has the father's surname, it is in the best interests of the child (and a legal requirement) that the birth be re-registered. Failure to re-register may affect the legal rights of both child and parents.
2. Where only the mother's details were originally entered in the birth register, but now both parents wish to have their details entered.
To apply
Re-registration forms are available from any Register Office in England or Wales. You may be asked to supply the original birth certificate for the child and/or an original marriage certificate. Once complete you should return the form, and any documents required, to the Register Office at which you will attend.
What happens
Once the Register Office has completed it's initial documentation it may be possible for it to authorise the re-registration itself. However, in some cases the re-registration application may have to be referred to the Registrar General for consideration. You will be contacted by the Register Office in due course to arrange an appointment for you to attend to complete the re-registration. A fresh register entry will then be completed from the information you provide at the time. This entry supercedes any previous record, so any subsequent certificates would be issued from this register.
Fees
There is no charge made for re-registration. You may wish to purchase a birth certificate showing the re-registration details. At the time of the re-registration a short birth certificate, which shows just the child's details is £4.00. A full birth certificate at the time of re-registration is also £4.00 and this shows the child's and parents' details.
Commemorative certificates
Please note, commemorative certificates are now available for all occasions (cost £10). Please apply at the time of registration or if you require one at a later date, please call the Registration General Office on 01708 433403/3523.
Naming ceremonies
Havering Registration Service offers a naming ceremony for your child as an alternative to a religious ceremony. These can be held within the ceremony rooms at Langtons House, which each accommodate up to 50 guests or in the prestigious Langtons Hall which can accommodate up to 100 guests.
