Council tax - band reductions

Did you know that your council tax bill could be reduced if a permanently disabled person (adult OR child) lives in your home?

To be considered for such a reduction your home must have had certain adaptations made or features put in place which are essential or of major importance to the well being of the disabled person.

These are:

  • A room other than a bathroom, kitchen or toilet which is used mainly by the disabled person.

For example, this would be a room set aside or even specially built to house specialist equipment/apparatus or it is required to remain sterile.

  • An additional bathroom, kitchen or toilet which is used mainly by the disabled person.

Please note that if there is only a single bathroom, kitchen or toilet in your home then you will not qualify for the reduction – it must be additional.

The disabled person has to use a wheelchair to move around your home.

When considering whether a reduction should apply, the Council has to decide whether the person with the disability would find it impossible or extremely difficult to live in your home, or whether their health would suffer or their disability become more severe, if the adaptations made or features put in place were not available to them.

Should you feel that you may qualify for a reduction under this scheme and in order to fully consider your claim you must complete an application form and return it to us at:

London Borough of Havering
Town Hall
Main Road, Romford
Essex RM1 3BB

In all cases it will be necessary to come and see you at your home in order to see the adaptation and features that you advised on the form are in place.  One of our visiting officers will contact you to make an appointment at your convenience.  It is therefore important that you confirm a daytime telephone number on the form where we may contact you to arrange this.

In addition you should have to hand any documentary evidence of when works/adaptations were carried out – ie estimates, invoices, etc as we cannot consider backdating your claim without evidence of this nature.

Reduction for carers

There is also a reduction available for carers of needy or disabled persons – please click on the link above to find out more.
