Gypsy and Traveller Sites DPD - Proposed Submission Document consultation extended

The National Planning Policy Framework (NPPF) and the Planning Policy for Traveller Sites have been published by the Government and both came into effect from 27 March 2012. The NPPF supersedes much of the previous planning policy guidance given in Planning Policy Guidance Notes (PPGs) and Planning Policy Statements (PPSs).

The Council is extending the current consultation period on its Proposed Submission Document for the Gypsy and Traveller Sites DPD until Friday 8 June 2012 because of the publication of these documents after the start of its own consultation. This is so that anyone commenting on the Council's document can do so in the light of the latest policy from the Government.

Copies of the Proposed Submission Document, consultation response forms and other supporting material are available on the Gypsy and Traveller Sites DPD page (see link on left). Copies are also available at Romford Public Advice and Service Centre between 8.30am and 5.30pm and at all Libraries in the Borough.

Draft Planning Obligations SPD

The Council is undertaking consultation on the Draft Planning Obligations SPD until Monday 21 May 2012.

The Draft Planning Obligations SPD sets out the Council's approach to planning obligations and proposes a 'standard charge' for new residential development to ensure that development contributes financially towards the provision of required infrastructure and services.

The standard charge applies to all forms of residential development which provide a net increase of one dwelling or more. Based on financial viability testing a proposed discounted standard charge has been set at £6,000 per dwelling in Havering Borough and £4,500 per dwelling in London Riverside. Commercial and other forms of non residential development are not subject to the standard charge.

Havering's standard charge regime will be effective from the 1st April 2012 and any application for residential development (as set out above) that is approved after being submitted on or after this date will be subject to the charge. We will, in due course, be reviewing our validation requirements in relation to legal agreements and the information to be submitted with planning applications.

Copies are also available to view at the Romford Public Advice and Service Centre between 8.30am and 5.30pm and at all the Borough Libraries during normal working hours.  

Representations must be made in writing and sent to the Council at the following postal or electronic address by 5pm on Monday 21 May 2012. We will consider all representations received and prepare a statement summarising the main issues raised and how these have been addressed in the adopted SPD.

Beam Park Planning Prospectus

The Council have jointly produced a Beam Park Planning Prospectus with LB Barking & Dagenham and in consultation with the Greater London Authority and the London Development Agency. The prospectus has been prepared as a joint statement from the two Boroughs as guidance for potential developers. It does not change or replace existing planning policy, but provides an up-to-date statement of the aspirations for the regeneration of Beam Park.

The Boroughs envisage that the Beam Park site could be comprehensively redeveloped with a scheme which incorporates a large scale visitor attraction of regional and national significance with complementary leisure and entertainment facilities and retail floorspace alongside public transport and infrastructure improvements.

The prospectus describes the development opportunity and the reasons for considering a leisure-led redevelopment and sets out the planning and transport requirements and the planning obligations that are likely to be sought.

Adoption of Joint Waste DPD

The Joint Waste DPD sets out a planning strategy for sustainable waste management for the four East London Waste Authority (ELWA) boroughs of Havering, Barking & Dagenham, Newham and Redbridge.

The Joint Waste DPD has been examined by an independent Inspector and the conclusion of the Inspector's binding report is that the DPD is 'sound' subject to minor changes. The four boroughs received notification of the Inspector's decision on 14 November 2011. The Inspector's report and accompanying appendices can be viewed below:

The final Joint Waste DPD was taken to Council meetings for adoption on the following dates: 19 January 2012 (Redbridge); 1 February 2012 (Havering); 22 February 2012 (Barking & Dagenham); and 27 February 2012 (Newham).

Adoption of the Romford town centre pavement cafes Local Development Order

The Council adopted the Romford town centre pavement cafes Local Development Order (LDO) on 3 January 2012. The LDO extends permitted development rights for the establishment of pavement cafes in specified areas of Romford town centre where the lawful use of the premises is A3 (restaurants and cafes - including snack bars) and A4 (drinking establishments - including public houses and wine bars but excluding nightclubs) subject to the conditions and the guidance set out in the LDO.

The aim of the LDO is to contribute to the vitality and attractiveness of the town centre by encouraging businesses to establish well-designed pavement cafes that contribute positively to the street scene.

The LDO applies to the following premises:

  • Numbers 87-131 (odd) South Street
  • Numbers 6-68 (even) and 5-83 (odd) South Street
  • Numbers 8-56 (even) and 7-55 (odd) North Street
  • Numbers 18-46 (even) High Street

      Local Development Scheme

      Havering's Local Development Scheme (LDS) sets out the Council's three year programme for preparing the documents which make up the Local Development Framework. The current LDS was approved in February 2010 and covers the period 2010 - 2012.

      Statement of Community Involvement

      The Statement of Community Involvement (SCI) sets out how the Council will involve the community and other stakeholders in the preparation and review of the LDF documents. 

      Annual Monitoring Report 

      The Council is required to keep the LDF under review and to produce and publish an Annual Monitoring Report (AMR) that will consider:

      • how the Council is performing against timescales and milestones set out in the Local Development Scheme;
      • the extent to which the LDF policies are being achieved; and
      • progress against identified targets, including the delivery of new housing.

      Six Annual Monitoring Reports have now been produced. The present document covers the period 1 April 2009 to 31 March 2010.
