Planning - transport policy

Have your say on Havering's future transport plan


Havering's residents and businesses are invited to put forward their views on a new Council Transport Strategy (called the Havering Local Implementation Plan) during the formal public consultation process that starts on 16 May. This will allow you to have your say on the Consultation Draft Local Implementation Plan (LIP) which will be considered in preparing the final document for submission to the Mayor later on in the year.

The LIP will set out the Council's proposals for the implementation of the Mayor of London's Transport Strategy in Havering. The Mayor's Transport Strategy encourages boroughs to deliver wide-ranging transport benefits and more sustainable forms of travel – such as walking, cycling, buses and trains, better public transport, road safety measures and transport infrastructure improvements.

What will the LIP do?

The LIP will also set out a medium term strategy for implementing various transport initiatives in the borough over the next six years. Once Transport for London (TfL) has approved the LIP, it will become the basis for the funding bids that Havering makes to TfL.

The proposals in the strategy will help to provide a transport system for Havering's huge, exciting regeneration projects. Along with other forms of transport, the LIP will also provide a focus for improving road safety, bus reliability and Havering's roads and creating safer routes to schools.

The Environmental Report

A key part of producing the LIP is also to prepare a Strategic Environmental Assessment. Therefore an accompanying Environmental Report has now been prepared. This report tests the proposals in the Consultation Draft LIP against various objectives to see what impact they have on the environment and if there are alternatives that reduce or eliminate any impacts.

The consultation process will end on 24 June 2005.

How can I have my say?

During the consultation period, the public will be able to view copies of the Consultation Draft LIP and Environmental Report at public buildings such as libraries and the PASCs in Romford's Liberty Centre and Upminster Library. At these outlets, a leaflet questionnaire is also available which allows you to give your views on the document.

Network Management Strategy

The Government have set local highway authorities the task of reducing traffic congestion on their road networks.

As a first step in the process Havering have approved a Network Management Strategy which contains a 12 point action plan to address the task. The Strategy document can be downloaded  - see link at right.
