Adopted Roads
New roads that have been constructed in accordance with the Council's guidelines are normally adopted by way of an agreement between the developer and the Council under section 38 of the Highways Act 1980 which allows anybody to construct a road or footpath and offer it for adoption to the Highways Authority. If the Highways Authority is satisfied with its construction following a satisfactory maintenance period the highway is normally adopted as highway maintained at the public expense. Existing roads will not normally be adopted unless they are brought up to the current adoptable standards.

Under Section 36 of the Highways Act 1980 sub sections (6) and (7) the London Borough of Havering is obliged to keep records of all the named streets within the borough which are adopted roads and highways, which is a term used to describe a road that is maintained by us at the public expense.

The fee for written Highways information and a coloured extract of the Highways Register is £27.40. Your cheque should be enclosed with your enquiry. Cheques should be made payable to The London Borough of Havering and a receipt will be enclosed with a reply.
Alternatively the Highways Register is available to view free of charge at the Town Hall. An appointment will need to be booked giving 24 hours notice.
