Roads - enforcement

Our aim is to make the borough's highways, roads and pavements safe and convenient so that the public, visitors and emergency services can get around and goods can be transported efficiently.

Pavements and roads are maintained on a daily basis by Havering StreetCare. We carry out routine work such as:

  • cleaning
  • patching
  • resurfacing
  • gritting of roads in the winter months.

In addition we respond to emergency call outs (danger to life and limb) 24 hours a day, 365 days a year.

Highways Enforcement

Enforcement action areas include public rights of way, highways and highways works associated with new developments.

Countryside staff have a duty to ensure that public rights of way are open and safe for use, free from obstruction and clearly marked. They are responsible for checking that works requested of owners/occupiers of land eg. repair of stiles and clearance of crops have been carried out to a suitable standard.

The Council, as a highway authority, has a duty to maintain adopted highways to safe and serviceable standards. We ensure our highways are free from nuisance, danger, obstructions, unlawful stopping up, interference and encroachments.
