Birth - registering

 The registration of births is a statutory service run by a local authority. These pages will guide you through what you need to do.

The Council offers a full range of services to support residents with birth registration. You may be celebrating a birth and want to register your child.

Alternatively, a change of circumstances may mean you want to re-register a birth. You may also wish to copy of an existing certificate or register a stillbirth. Whatever your request, our department is here to help.

Birth Registration

Every birth in England or Wales must be registered in the district in which it takes place within 42 days of the date of birth. Information for the registration is given to the registrar by the person registering the birth. The information, which is usually recorded on computer, is also recorded in the birth register and the person registering the birth signs the record.
 
If it is inconvenient to go to the district where the birth took place, the information for the registration may be given to a registrar in another district. The registrar will record the registration particulars on a form of declaration and send it to the registrar for the district where the birth occurred. The registrar who receives the declaration will enter the information in the birth register.
 
Certificates of the birth, which may be ordered and paid for at the time of making the declaration, will be posted by the registrar for the district where the birth took place. The baby does not need to be taken to the registrar's office to show that the birth has taken place.
 
Havering health authority or the hospital where the birth occurred will notify the registrar of the birth.
 
At the time the child is registered, you will be issued with a free short certificate and have the opportunity to purchase further copies. 
 
How to register a birth

A walk in service for birth registration is currently offered between Monday and Thursday at:

Langtons House,
Billet Lane,
Hornchurch,
RM11 1XJ 

This is between 9am - 4pm, for all births that took place in Havering. 
 
No appointment is necessary although please note that it is offered on a first come, first served basis and there is a maximum capacity that can be accommodated each day.

Copy Certificates

 
If you need further copies of the birth certificate after the child has been registered you can apply directly to the Register Office.
 
A standard certificate costs £10 and a short birth certificate, which shows just the name, sex and date and district of birth also costs £10 per copy.
 

Payment must be received before the certificate is produced.  

Payments 

Payment for copy certificates and ceremonies should be made by debit or credit card (credit card will be charged a 1.5% admin fee).
 

Commemorative certificates


Please note that commemorative certificates are now available for all occasions (cost £10).  Please apply at the time of registration or if you require one at a later date, please call the Registration General Office on 01708 433403/3523.
 

Barking and Dagenham/Redbridge birth registration

If you live in either Barking and Dagenham or Redbridge, you can register at your local register office, even though you gave birth in Havering/Queens Hospital
