Why number a property?
Naming and numbering a property not only associates that property to its surroundings but to a precise co-ordinate allowing the Emergency Services to locate a property quickly, mail to be delivered efficiently, visitors to find where they want to go, reliable delivery of services and products etc…
The naming/ addressing of a new and existing property is a statutory duty of the Council. BS7666 is the British standard for the representation of address information, in particular with reference to gazetteers. The London Borough of Havering Street Naming and Numbering conforms to this standard or format when creating new addresses, which are influenced by adopted legislation, regulations and special procedures.
The London Fire Brigade is liaised with and consulted on for any proposed new addresses, building, house and street names to ensure that any new postal addresses do not cause any confusion with any of the emergency services. Royal mail is then consulted to confirm post codes for all new addresses and to make sure that the new address will not cause any problems with the postal delivery service.
We will also notify the following:
Fire Brigade, Metropolitan Police, Land Registry, Royal Mail and all relevant departments within the Council.
Please note: The London Borough of Havering is not responsible for issuing Postcodes, this matter is dealt with By Royal Mail. Royal Mail will not assign a postcode to a new building without a statutory order. For postcode queries contact Royal Mail website or telephone them on 08456 045060.
It is the responsibility of the owner/ developer to notify their own private companies, i.e. banks, building societies, solicitor, etc.
When the process is complete you will receive written confirmation of the new address or addresses and a certificate of numbering.
For large developments a plot to postal schedule will supplied to the developer and a plan with marked with new road names and street numbers against plot numbers.
Purchasers of new properties should be very careful when issuing their "new address" details that they are using the POSTAL number and NOT the Plot Number, as the two are rarely the same.

There is a charge for "Street Naming and Numbering". The fees from 1st January 2011 are as follows, which should accompany the application:

Please attach a cheque made payable to the London Borough of Havering.
Cheques or postal orders are the only acceptable methods of payment and they should be made payable to the London Borough of Havering.
Please send your completed application form and cheque or postal order to the address shown below and include a scaled plan at 1:1250 with your application. Please mark out any entrances to new buildings on the plans provided. A receipt for the fee will then be issued.

Changing or Adding a Property Name
You cannot change the name of a property unless you own it or have the permission of the owner. A copy of the property Title will be required as proof of ownership and written confirmation from the owner.
If your property has a house number, it will not be possible to replace the number with the name. However a name can be used in conjunction with the original number. The original number should always be displayed at the property and quoted as part of your address on all correspondence.
When submitting a building or house name request please provide 3 names in order of preference in case of duplication of names in the surrounding area.
Naming and Numbering of new Properties/ New Developments
Developers are asked to supply new road or building names to the council for their new developments for consideration. There should NOT be duplications of any other street names in the Borough.
For large developments, developers must supply a plan indicating plot numbers and entrances to buildings. In multi storey buildings numbering will start from the ground floor ascending consecutively. Developers must submit plans indicating a floor to unit plan e.g. number of units on ground floor and number of units on first floor. A plot to postal schedule will be issued to the developers together with a completed marked plan showing agreed road names, building names and postal address numbers.
