Waiting Restrictions
Parking incorrectly, such as on double and single yellow lines, in a bus lane, across cycle lanes or in residents' parking bays, even for a few minutes, can cause inconvenience and even danger to other road users.
The London Borough of Havering hope that by enforcing parking regulations motorists will be more inclined to park safely and legally. This will therefore reduce the inconvenience and danger placed upon safe parkers and road users every day.
Following these simple rules will help you to park in a way that doesn't cause inconvenience to other members of the public:
- Always check the lines on the road and, where applicable, the signs by the side of the road.
- Always make sure you have parked within the bay markings.
- Make sure that none of your vehicles wheels are resting on the yellow line(s).
- Do not assume that parking behind yellow lines means that you are not parking in contravention of a traffic regulation order.
- In pay and display car parks always make sure you read the signage.
- In car parks always make sure you purchase the appropriate pay and display ticket.
- In car parks always make sure you clearly display your pay and display ticket.
- Do not stay longer than is permitted by the signs or by the ticket you have purchased.
- Do not block entrances to private properties – dropped kerbs.
- Do not double park.
- Do not park on footways unless there are specific marked footway bays and mounted plates to indicate footway parking is allowed.
- Do not park in a way that will make it unsafe for pedestrians.
- Do not park on pedestrian crossings or the white zig-zag markings near to the crossing.
- Do not park on 'School Keep Clear' markings or the yellow zig-zag markings near to schools.
The following are some of the common restrictions you will see and a reminder of what they mean:

Double Yellow Lines along the edge of the road mean no waiting at any time. However, you may stop while passengers get into or out of the vehicle and to load and unload, unless there are also loading restrictions. There is no requirement to erect a sign for a permanent double yellow line restriction. |

Loading Restrictions are shown by yellow lines on the kerb or at the edge of the carriageway. They indicate that loading or unloading is prohibited during the times shown on the signs.
Double yellow lines on the kerb mean no loading or unloading at any time. A single yellow line means no loading or unloading during the times shown.

Limited Waiting Bays are shown by bay markings and signs that indicate the maximum amount of time that you may park in the bay.
Please take note of the 'No Return' information displayed on the sign. This means that you are not permitted to return to the limited waiting bay within the time specified. CEOs will log all vehicles parked in limited waiting bays to ensure that they do not return to the bay within the specified timescale. Vehicles returning to the bay within the specified timescale will be issued with a PCN.

Bus Lanes - You must not drive or stop in a bus lane during its period of operation. Taxis and cyclists are usually allowed to use bus lanes. |

Cycle Lanes are shown by road markings and signs. You must not drive or park in a cycle lane that is marked by a solid white line during its times of operation. |

Loading Bays are white 'bays' marked with the words 'Loading only' and a sign with the white on blue 'trolley' symbol. A sign will show the times when the bay can be used and whether loading and unloading is restricted to certain types of goods vehicles. Vehicles may not park here if they are not loading or unloading. |

Bus Stop Clearways - You must not park in a bus stop clearway during its period of operation. The period of operation will be shown on the adjoining signage.
There are also Bus stands on the highway. Again, you must not park on Bus Stands during the period of operation.

Taxi Ranks - You must not park in a Taxi Rank during its period of operation. The period of operation will be shown on the adjoining signage. |

Parking Bays for Specific Use - You must not park in parking spaces reserved for specific users such as Doctors, Blue (and the old-style Orange) Badge holders or residents, unless you are entitled to do so. Signs will indicate who is allowed to park and when the restrictions are in operation. |

Pedestrian Crossing Zig-Zags - You must not park on a pedestrian crossing or in the area covered by the zig-zag markings. These markings are installed specifically to maintain pedestrian safety. Any vehicle parked on these markings will receive a PCN. |

Parking Enforcement
Under CPE the Council employs Civil Enforcement Officers (CEO's) - previously known as Parking Attendants - who can issue Penalty Charge Notices (PCN's) to vehicles contravening parking / waiting restrictions.
Havering Council's Civil Enforcement Officers (CEO's) are fully trained professionals who offer a vital service to the community in order to keep traffic flowing, ensure turnover of cars in spaces and to maximise road safety.
The Parking Enforcement Team is run entirely in-house and our Civil Enforcement Officers do not receive any commission based on the number of PCN's issued.
The Civil Enforcement Officers carry out regular patrols throughout the Borough 7 days per week including public / bank holidays, either by patrolling on foot or the use of CCTV vehicles or scooters.

Pay and Display Parking Bays (On-Street)
Havering Council recognise the need to accommodate parking in close proximity to local amenities, and have therefore recently conducted a successful pilot scheme of pay & display parking bays at the request of a number of local retailers, residents and Councillors. The Council aim to ensure there is a rapid turnover of cars in spaces and the introduction of on-street Pay & Display parking ensures all motorists can park legally and conveniently without the need to display a parking permit or disc.
Pay and Display Payments and Tariffs
All Pay & Display machines within the London Borough of Havering accept various sterling Coin payments; the motorist is expected to have change before parking in a Pay & Display bay.
We advise you look at the appropriate tariff and durations displayed on the Pay & Display Machine within the vicinity of the parking bay that you wish to use.
Vehicles must not be left in a pay and display bay without displaying a valid pay and display ticket or a Blue Badge with the appropriate time clock.
If the pay and display machine displays 'Out of Order' or fails to issue a pay and display ticket you must purchase a pay and display ticket from the nearest available machine.
Pay and display bays may be suspended for highways works, special events or other reasons. You must therefore check the pay and display sign each time you park. Any vehicle parked in a suspended bay is liable, even if a pay and display ticket is displayed, to receive a penalty charge notice (PCN).

On-street Parking Meter Bays
Havering Council operate on-street parking Meter Bays within a number of roads on the outskirts of Romford Town Centre. These Parking Meter Bays are to accommodate short term parking for the local amenities such as local shops, Schools, Places of Worship, Romford Police Station and Magistrates Court.
All Parking Meters within the London Borough of Havering accept various sterling Coin payments; The motorist is expected to have change before parking in a Meter bay.
We advise you look at the appropriate tariff and durations displayed on the Meter adjacent to the parking bay that you wish to use. Vehicles must not be left in a Meter bay without inserting the correct coinage in payment or displaying a valid Blue Badge with the appropriate time clock.
If the Parking Meter displays 'Out of Order' or has had the meter head covered (bagged up) please park in an alternative meter bay; Meter bays may be suspended for highways works, special events or other reasons, you must therefore check the Meter each time you park. Any vehicle parked in a suspended bay is liable (even with a valid Blue Badge displayed) to receive a Penalty Charge Notice (PCN).

Machine Faults
If you have inserted the correct coins in payment and the machinery fails to display the appropriate time paid for or issue a correct ticket, please report the machine fault to our Car Parks Team on 01708 768615 who will arrange for the fault to be logged and repaired. Please do not park in a bay where your payment has not registered as you may be liable to receive a Penalty Charge Notice (PCN). If you have received a PCN in the above mentioned circumstances, then you will need to follow the appeals process whereby verification of the machine fault and log will take place.
Parking Control Schemes
Common Sense Parking in Havering
There are more cars than parking spaces on our roads and every council has to try and tackle the problems that this causes.
The Streetcare Schemes team manages all on street parking restrictions within the Borough. The service will respond to requests from members or others to devise parking management schemes such as Controlled Parking Zones to facilitate easier parking access for Residents, Disabled Parking Bays, Loading Bays, Footway Parking Bays and all other yellow line schemes commonly seen on the streets of the Borough which, have been placed to ensure safety and compliance with existing physical traffic management schemes, such as traffic signals and crossings.
The service carries out all the consultations necessary and works in partnership with Transport for London, the statutory emergency services and community representatives in ensuring that schemes fulfil their requirement with the least possible adverse impact upon local residents.
The service also prepares the legal schedules for approval by legal services and subsequent advertising. They also manage and respond to objections they may receive to any proposal and work, where possible, to find amicable solutions.
Havering, like many other London boroughs, is made up of areas where parking is prioritised for residents and local businesses called Controlled Parking Zones (CPZ's).
CPZ's reduce commuter parking to help local residents and their visitor's park near their homes. Spaces are allocated for business parking and there are also a number of pay and display parking spaces available for short-term parking.
We maintain and enforce Havering's CPZ's and deliver services in line with the council's key parking objectives:
- ensure our roads are safe
- enable traffic to flow freely
- give residents and local businesses priority over commuters
- provide parking for disabled people and health care workers
- ensure that the parking rules are enforced using common sense
Controlled Parking Zones (CPZ's)
CPZ's are the most effective way of managing parking demand and have been adopted in all of our neighbouring boroughs.

- Making it easier for residents to park near their homes
- Improved safety, with better visibility at junctions
- Easier access for emergency services, delivery and removal vans
- Reduced traffic and pollution

Dangerous Parking Outside Schools
Parking in, around and near to schools within the borough is a major problem which needs to be addressed. Our number one priority is ensuring that children are safe walking in, out and around the school premises. Motorists should be more cautious and think before they park.
