Street parking - permits

The London Borough of Havering offer a number of different permits available to residents, business and visitors alike.


As you can imagine, demand for parking spaces is high. Therefore, to allow residents and local businesses to have access to street parking, we have a number of controlled parking zones (CPZ's) accessible via different type of permits.

 

What is a controlled parking zone?

Controlled parking zone’s, also known as a CPZ, is an area where parking is prioritised for local residents and businesses during specific hours in the day. CPZ’ zones are typically in busy areas such as town centers and train stations, they are enforced to reduce commuter parking helping local residents and their visitors park near their homes. Residents in a CPZ area must display a parking permits or voucher on their vehicle

How do I know if I am in a Control Parking Zone?

All control parking zone’s are signposted; as a driver enters a controlled zone he/she should be able to see a sign stating the restrictions of the zone. The sign will inform the driver of the vehicle the days and hours the restriction applies to the zone.

What is a Parking Permit?

A parking permit allows the user or keeper of a vehicle to park legally in an area which has parking restrictions enforced. A permit is issued to a specific vehicle and cannot be used by any other vehicle apart from Visitors Scratch cards, parking waivers and disc permits.

Who is eligible for a parking permit?

You are eligible for a parking permit if you are a resident or business owner in an area where parking restrictions are enforced. Residents can also purchase visitors vouchers.

Resident Permit

A resident parking permit enables the permit holder to park in any residents' bay in the controlled parking zone for which your permit has been issued. Visitors with valid permits can also park in resident bays.

Applying for Resident Permits

To apply for a permit you must supply a copy of the following with your application:

  • Vehicle Registration document in the applicants name for the vehicle a permit is being applied for (For a resident permit)
  • Recent utility bill in the applicants name within the last 3 months (For resident & visitor permits)

Change of Vehicle or Change of Address

A new permit will be required if a resident changes his/her vehicle. There is a charge for issuing a new permit and proof of ownership of the new vehicle will be needed. The old permit must be surrendered before a new one can be issued.  It is an offence to alter or forge a permit or to display a permit bearing an incorrect registration number.

If a permit holder changes his/her address to another address in the same sector then the Council must be notified immediately. If the permit holder ceases to reside within the sector to which the permit relates then it must be returned to the Council as it will no longer be valid and it would be an offence to use it.
 
A permit must also be surrendered if the permit holder ceases to be the owner or operator of the vehicle for which the permit is issued or if the vehicle is adapted or used in such a manner that it is no longer of a class or description for which a permit can be issued.
 
There is a £15 administration charge for any change to a permit or for the replacement of such (including lost or stolen permits)
 

Permits for Company Cars

If you have a company car and live within the zone you are entitled to apply for a Residents' Parking Permit for the company vehicle.

You will need to provide a copy of your vehicle's registration document and a letter from your employer on their headed paper confirming that you are the authorised driver/keeper of the vehicle. Please ensure the letter quotes the registration number of the vehicle.
 

Costs of Resident Permits from 7th February 2011:

  • 1st permit issued to an address is £20
  • 2nd permit issued to an address is £25
  • 3rd and subsequent permit issued to an address is £60

Renewal of Resident Permits 

Resident Permits currently expire after a period of one year. It is the permit holder's responsibility to ensure that the permit is renewed when necessary. 

You can renew your permit either via the post or by visiting the Public Advice & Service Centre.
 
Please ensure that you have the correct application form, the necessary proofs and appropriate payment for whichever permit you are applying for.
Remember that if you are using an expired permit, you may find yourself being in receipt of a Penalty Charge Notice.
 

Visitor Permit (Scratch cards)

A Visitor Permit enables a driver visiting a resident to park in a Residents' Parking Place. Each household can be issued with a maximum number of visitor permits per year. This varies dependent on the sector in which you reside, the minimum number permitted to be issued being 15 books per year and the maximum being 60 books per year. Each book of visitor permits has 10 scratch cards valid for a maximum period of four/six/eight hours each dependent on the sector you reside in.
 

Applying for Visitor Permit

  • You need to provide a Proof of address for which the permits are for, recent utility bill (within the last 3 months), tenant's agreement or rent agreement.
Visitor Permits allow resident and visitor to park in 'Resident Permit Holders Only' parking bays.

What Happens Next?

Your permit will have the letters denoting the zone to which it applies clearly on it. Each set of parking bays will have a sign stating which zone it is in and the type of parking permitted in it.
 
Your permit does not guarantee or entitle you to a space outside your own house. There are places where space is at such a premium that a permit will not necessarily guarantee you a space in your street, and you may occasionally have to park in an adjacent street which you are able to use so long as the road falls within the same sector for which your visitor permits are for.
 

Costs of Visitor Permits (Scratch cards)

  • The cost of Visitor Permits is £10 for a book of 10 Scratch cards.

Business Permits

You must be occupying the premises for non-residential purposes and applications can be made by post or at the Public Advice and Service Centre.
 
A permit will only be issued to vehicles essential to the running of the business that the application is for, and must have the appropriate documentation supplied.
 

Where You Can Park

As we provide parking for customers close to most businesses, business parking bays may not be adjacent to your business but we offer dedicated business only parking bays and you can park in some of the dual use parking bays within your CPZ's.
 
Business permit holders may park in the following type of bays:
  • Business permit holders only
  • Dual use bays
Business permit holders can use parking places where the sign reads "Business permit holders" or "Dual use Permit bays" followed by the zone letter and number to which the permit applies.
 
Always make sure you read and understand the signs. The wording will always make the use of the bay very clear.
 

Permit Choices

Business permits are issued to an employee of a specific business which is based at premises in Havering. Each business may apply for up to two permits. A permit is issued to a specific vehicle and cannot be used in any other vehicle. T
 
The cost for a business permit is £71.05 per annum.
 

Administration Charges

A £15 charge is applied for change of vehicle registration details on any permit.
A £15 charge is applied for a replacement for a lost/stolen permit.

Voucher permits may only be used in the Voucher Parking Bays.

Disc Bays

The Disc parking bays allow motorists to park near to local shops, for a restricted period of time, where previously they could not because of a yellow line. Each Disc bay has a sign advising motorists of the hours of restriction and the period of time allowed for parking when displaying a valid parking disc.
 

Using Disc Bays

The discs are not vehicle specific and can be shared between members of the same household.
 
The cost of a Disc is £36 and they are valid for a year.
 
You can purchase a Parking Disc from the Public Advice & Service Centre, which is located in The Liberty Shopping Centre, Romford RM1.
 
Or you can find your nearest convenience store where you will be able to purchase a Disc by contacting The Car Parks Office on 01708 768 615.
 
Disc bays are available throughout the London Borough of Havering. Please see the details of where they are available by selecting the Disc bays, shown on the Downloads section.
 

Health and Homecare Permits

Permits allow holders to park in the residents permit bays, disc parking bays, meter bays and public car parks where charges are levied, except those controlled by ticket operated barriers. TRearranged hey are also allowed to park on single yellow lines when they are in force, only when visiting a client's house.

The Health and Homecare permit does not allow you to park your car on double yellow lines, in bus lanes, in restricted bus stops, red routes, clearways, footpaths, where there is a loading only restrictions or where they may cause an obstruction. Permit holders are not permitted to park in "Voucher Bays".

Health and Homecare permit holders cannot use the permit for attending meetings, visiting Company / Council offices or for shopping for their clients.

This permit must be clearly displayed only in the windscreen of the permit holder's vehicle; failure to display clearly may mean that a Penalty Charge Notice will be issued.

The cost of an annual Health & Homecare permit is £36. There is an administration charge of £15 if you require any amendment of the permit to be made.

Health and Homecare permit holders must move their vehicle if requested by Civil Enforcement Officers or by the Police.

Domestic Home Carer Parking Permit (Residential Parking Zones)

The Domestic Home Carer Parking Permit can be purchased by a resident of a Residential Parking Zone who is certified by their General Practitioner as needing essential daily care visits in order to enable then to continue living independently in the community.

The Domestic Home Carer Parking Permit is designed to allow care visits from family members, and or close friends, to take place without the need for the resident to purchase Visitor Permits for the express reason of facilitating care visits from their family or close friends.

The Domestic Home Carer Parking Permit is not designed to cover the needs of those businesses or charities providing professional care to those residing in Residential Parking Zones. In such circumstances an appropriate Health & Home Care permit should be used.

Domestic Home Carer Parking Permit costs £36 per year.

An administration charge of £15 payable for:

  • Changing any details on a previously issued permit.
  • Issuing a duplicate permit to replace a lost or stolen permit.

Parking Waivers

The Council has increased the number of visitor permits by 50% to accommodate any pressure that may become apparent with the reduction of the use of Parking Waivers.

Parking Waivers are issued at the cost of £10.15 per day up to a maximum of two weeks. Thereafter, a request from the same individual, company or street address for the same regulated location within three months of a previous Waiver is charged at a rate of £15.25 per day.

This is done to discourage long term or repetitive use of the scheme. The public is encouraged to use visitor permits - if in a Controlled Parking Zone - or use unregulated parking areas and car parks.

Applying for Parking Waivers

Parking waivers are available for builders and contractors working in Havering. They provide all day parking in parking places (resident bays, business bays and pay and display bays yellow lines) at a cost of £10.15 a day for the first 14 days, then £15.25 from day 15 up until a 3 month period.

This will be for a specific location and proof of works taking place will have to be provided.

You need to apply in person at the Public Advice and Service Centre (PASC).
