Dangerous structures and public safety

Under the London Building Acts (Amendment) Act 1939 (applies to most outer London Boroughs by virtue of the London Local Authority Act 2000), the London Borough of Havering has powers to deal with buildings or structures, within it's area, which are in a dangerous condition.


Building Control are responsible for carrying out this function and provide a 24 hour call out service to attend to any dangerous structure.

Anyone who wishes to report a dangerous structure should contact Building Control and a Surveyor will visit. (Out of normal office hours please phone the Havering emergency number 01708 433999).

Once a site inspection has been made the Surveyor will decide if the structure is considered to be dangerous under the terms of the legislation.

If the structure is considered to be dangerous the owner will be contacted and served with an informal notice requesting them to remove the danger within a specified time, normally 14 to 28 days.

If the owner fails to take any action within the period of the notice the Authority has powers to carry out any works that may be required to make the structure safe or commence court proceedings to request the owner to do so.

In both cases the Authority will take the necessary steps to ensure all appropriate costs are recovered from the owner.
