Parking

Parking Services aim to ensure our roads are safe, traffic flows freely and parking rules are enforced using common sense. Parking facilities are located throughout the borough providing safe, long and short term parking for all.

Additional Parking Charges Consultation 2010

Managing London's road network is undertaken jointly by London's local authorities and TfL. This management takes many forms, and includes the need to enforce penalties without which the free and expeditious movement of traffic would be impeded. TfL and the boroughs set the level of penalties for their roads. These penalties are intended to ensure compliance, rather than to generate revenue.

London Councils' Transport and Environment Committee (TEC) is sets penalties for parking and moving traffic offences, as well as related charges, on borough roads. TfL has similar responsibilities on their road network. The Committee and TfL review these charges every four years.

This joint consultation runs from 1 July 2010 until 30 September 2010. The consultation document, together with a response form, can be found on the "Downloads" link on the right hand side of this page.

Parking Services have three distinct service areas: 

  1. Car Parks.
  2. Parking Enforcement.
  3. Processing and Administration.

Parking Services provide:

  1. The management of Council owned multi storey and surface car parks.
  2. The provision and management of on street pay and display and parking meters.
  3. Civil Parking Enforcement (CPE) on and off street parking across Havering.
  4. An informal challenge and formal representation facility for dealing with disputed Penalty Charge Notices (PCN's).
  5. The efficient enforcement of unpaid PCN's.
  6. The infrastructure required to enable direct payment of PCN's.
  7. The administration of the European Union's Blue Badge disabled parking scheme.
  8. The administration of the Council's parking permit schemes including Residential, Business, Visitor, Health and Homecare, Carer, Councillor, Voucher and Disc.
