Unitary Development Plan (UDP) - Archive reference

This has been superseded by the Local Development Framework. These pages are for reference purposes only and do not constitute current planning policy.

UDP UPDATE – SEPTEMBER 2007

On commencement of the Planning and Compulsory Purchase Act (2004) the policies in the Unitary Development Plan (UDP) were automatically 'saved' for three years and remained in force until September 2007.

In view of the need to consider policy coverage beyond this period, and prior to the adoption of documents within the new Local Development Framework (LDF), guidance was released by the Department for Communities and Local Government (DCLG) on how local planning authorities could save UDP policies beyond September 2007. Authorities were required to seek a 'direction' from the Secretary of State which confirms agreement of the saved policies beyond this date.

The Council has now received confirmation of the UDP policies that have been saved from the 27th September 2007 (see download). These policies will continue to be used in determining planning applications. All other UDP policies will expire on this date.

These policies have been saved pending the outcome of the LDF examinations into the Core Strategy and Development Control Policies and Site Specific Allocations DPDs. The Council will receive the Inspector's report on the Core Strategy on the 5th October 2007. Subject to this report, the Development Control Policies and Site Specific Allocations examinations are scheduled to take place in November and December 2007.

Borough Boundaries

The London Borough of Havering's boundaries have been the subject of a review by the Local Government Boundary Commission for England. The results of this review came into effect on 1 April 1994. These proposals (as shown in Schedule 14) mean that some land within the area of neighbouring Local Authorities has been incorporated within the London Borough of Havering and vice versa. In respect of land coming into Havering, the existing development plan remains in force. In practice, however, Havering Council has resolved to apply Havering UDP policies as material considerations in Development Control. This will ensure consistency of approach within Havering.
