London Borough of Havering promotes, encourages and provides companies of all sizes with a wide range of commercial opportunities. Havering has signed up to the "Select Accredit System", an online pre qualification system run by BIP solutions to improve the pre qualification process and ensure that suppliers only have to fill out one nationally recognised Pre Qualification Questionnaire (PQQ) to become fully Accredited.
If a supplier is fully accredited they have met the criteria required by Havering's PQQ and therefore do not need to fill out Havering's PQQ.

The London Borough of Havering has a wide range of requirements from low cost, low risk items such as stationery to high cost, high risk projects such as new buildings.
It is important that the Council obtains value for money when buying the goods, works and services it needs. By inviting companies to submit competitive tenders the Council ensures that public money is spent in a way that is fair, open, honest and accountable.
The main areas that affect how the Council purchases services, supplies and works are the principles of Best Value, domestic legislation and the Council's own internal regulations, "Contract Procedure Rules" and "Financial Procedure Rules". Dependant on the nature and value of the goods, works or services, the tendering process may also be subject to European Legislation.
Best value
Best value is part of the Government's agenda to modernise local government and provide high quality services for its users.
As a Local Authority, we are under a legal obligation to make continuous improvements in the way in which we deliver our services. The principles of Best Value allow the Council to obtain the best balance of quality and price.
Value for money
All procurement by Local Authorities must be based on value for money, that is 'the optimum combination of whole-life cost and quality to meet the customer's requirement', where the customer is the London Borough of Havering.
The need to assess 'whole-life cost' enables Local Authorities to look beyond the contract price, and to consider longer term costs and benefits.
European Legislation
The Council must follow European law on public sector purchasing. Most contracts for services and supplies exceeding £156,000 must be advertised in the Official Journal of the European Union (OJEU).
Contracts for building or highway works exceeding £3.9 million must also be advertised in the OJEU. Additionally contract notices may also be published in relevant trade journals and the local and national press.

The London Borough of Havering works with smaller businesses to assist and support them to compete with larger companies for contracts. This enables our contracting procedure rules to be fair and manageable for all companies.
