London Riverside Business Improvement District levy

Havering has one active Business Improvement District (BID) in the borough and is a defined area within the Rainham (RM13) area.

BID levy rules and criteria

The BID levy is charged on all assessments listed in the local non-domestic rating list, who are located within the BID area and who have a rateable value more than £5000.

The levy is set at 1.5 per cent of the assessments rateable value, with an annual bill being issued at the start of the financial year. The levy is a 'one off' payment which is billed, collected and enforced by the local authority under the 'Business Improvement Districts (England) Regulations 2004'.

The total annual BID levy payable by any one company shall not exceed £10,000 per year.

The owners of empty properties will be liable for the BID levy with no void period. Where a property has been empty for more than six month, a refund can be then be sought from the BID Company at the end of the relevant financial year.

All new assessments entering the rating list after 1 April 2012 shall have the BID levy applied as per the BID levy rules.

Charitable organisations receiving mandatory or discretionary relief from rates will receive a 50 per cent reduction on the levy. Please contact the Council for further information.

The BID levy can only be increased annually, on the 1st April to allow for inflation. The allowance for inflation shall be decided by the BID board and shall equal no more than either 3 per cent or Retail Prices Index plus 1 per cent per year.
