Rough sleepers in Havering
Severe weather protocol (SWEP)
We activated our Severe Weather Emergency Protocol (SWEP) on 1 December 2017.
The protocol is to ensure that rough sleepers are protected and provided for when the temperature drops to low levels.
Havering Housing Advice and Homelessness team will check the Met Office 5 day forecast daily basis and will inform managers of the hostels, London Street Rescue teams, and local shelters, Community Safety, Salvation Army and the Police.
Emergency accommodation in the form of assessment beds will be made available at a Council hostel.
Rough sleepers that have been referred by the London Street Rescue, Police or the Members of the Public can access the hostel between 4pm and 10am daily.
Referrals should be made through the Homelessness team via the Out of Hours service Tel: 01708433999.
Rough sleepers throughout the year
We work with partners throughout the year to ensure that there is help and support available to those who are sleeping rough.
What we can do
We work in partnership with the homelessness charity Thames Reach (London Street Rescue) to meet with rough sleepers, carry out assessments and provide support.
This includes supporting people to reconnect them to their own area, or to support them to find accommodation, usually in the private rented sector.

We need you to let us know if you are affected or when you spot a rough-sleeper in your local area.

In the day rough sleepers can attend the Salvation Army or Local Authority Library buildings to keep warm.
