Guide to your tenancy

Your handbook details the tenancy conditions (our expectations) of your tenancy agreement which is a legal contract with the London Borough of Havering.

The online tenancy training will further support your understanding of what you can and cannot do while you are living in your PSL accommodation.  

Common issues

Tenant rechargeable repairs/damage

You will have learned from your handbook and online tenancy training who is responsible for what type of repairs; the Council, the Owner of the property or you.  

If you need to repair damage caused or replace any items in the property that is a part of your responsibility you will need to do this as soon as possible.

We encourage you to report this to us as soon as possible. 

If you do not the Council will complete the works and recharge you the costs (includes VAT and 15% administration fee).

If you do not pay your outstanding tenant recharge costs you this may impact your ability to move on to a council property should you be successfully bid on the housing register.  

We will conduct a pre-exit inspection of your property before you are able to move on and your officer will discuss any outstanding repairs that remain your responsibility.  Works need to be completed to allow you to move and/or rechargeable repairs costs paid.  

Asking permission for pets

You will learn in your tenants handbook and on-line tenancy training that without expressed permission from the owner of the property you will not be allowed to keep pets in PSL property.

We understand that it may be difficult to re-home any pets so we advise that you speak with us beforehand about any pets you already have in your possession.

This rule is not the Council’s but the owners of the property and unfortunately it is difficult for us to secure accommodation without adhering to this condition.

Some PSL properties are located within a block of flats that is looked after by managing agents and in this instance owners have to comply with the managing agents rules or they will be putting their own property at risk.

Speak to your Temporary Accommodation Management Officer before buying any pets for the home.

Report Anti-Social Behaviour to us

What is Anti –Social Behaviour?

Anti-social behaviour (ASB) is any act that causes, or is likely to cause, alarm, harassment or distress to anyone living in a neighbouring household.

Examples of ASB
  • Noise nuisance
  • Drug taking and dealing
  • Threatening or rowdy behaviour
  • Violence and disorder
  • Vandalism

How to report it

If you feel you are a victim of anti-social behaviour you can contact us by calling our call centre on 01708 434000.

Serious ASB issues involving violence, domestic violence and abuse or hate crime can also be reported to our contact number 01708 434000 Monday to Friday, 9am to 5pm.

After 5pm and Saturdays you can telephone 01708 726685. Please inform the officer that you are a PSL tenant.

Your call will then be passed to your Temporary Accommodation Management Officer or direct to our ASB Team depending on the nature of the complaint and they will contact you within 24 hours for serious ASB and 3 working days for all other forms of ASB.
