Welcome to Happy, Healthy Lives 2024–2027, Havering’s vision for children, young people, and families.

Havering’s Integrated Starting Well Plan 2024–2027 sets out our shared commitment to ensuring every child in Havering has the opportunity to thrive.

Developed in collaboration with partners, professionals, and most importantly informed by the views of children and young people themselves, this plan is rooted in lived experience and describes our WISH for the children and young people of our borough.

What is WISH?

Our plan is built around five priorities that reflect what children and young people told us matters most.

Together, they form our WISH, for children and young people to be:

  • Well – Supporting physical and emotional health for the best start in life.
  • Inspired – Creating opportunities for growth and achievement, in all its forms.
  • Safe – Ensuring children feel secure at home, in school, and in the community.
  • Heard – Amplifying young voices in decisions that shape their lives.

Along side the WISH is a fifth priority, for all children and young people to be Treated Fairly, Championing equity and inclusion, and challenging discrimination.

These priorities are woven through everything we do from early years support to youth services, education, and safeguarding.

Alongside our written strategy, Havering Youth Council members have collaborated with The Habbit Factory to produce a series of creative short films that bring the WISH priorities to life.

These films were made to showcase our shared vision and translate the priorities into a format that is accessible and engaging for young people.
