Duty to refer
As part of the Homelessness Reduction Act 2017 Specified Public bodies must notify a local housing authority, such as Havering Council, if they believe their service users are homeless or at risk of becoming homeless.
The service user is allowed to pick the local authority to which they are referred.

Out of hour’s homeless service
If you've been made homeless outside of normal working hours (9am-5pm Monday to Friday), we operate an emergency out of hour’s service.
