New roads, scaffolding and street works

Residents and business must apply for a licence to erect a hoarding or fence/scaffold.

Notice period

You must give us 10 working days notice. This will allow us to inspect the site and issue the relevant licence by post.

Costs

Scaffolding and hoarding licence

To apply for a scaffolding and hoarding licence on the highway valid for 28 days will cost £78 per linear metre with a minimum site cost of £468 (equivalent to a 6 metre site).

Each additional occasion/period of up to 28 days will cost £75 per linear metre to renew.

A £195 Inspection Fee is required. This is as follows under the New Roads and Street Works and Traffic Management Act code of inspections, (3 times inspections A, B & C at the prescribed rate of £65 each visit).

A refundable bond is also required, which will cost £105 per linear metre, a minimum of £630 is required (equivalent to a 600 metre site).

The deposit will be refunded upon removal of the apparatus and if Council officials are satisfied there is no damage to the public highway.

You must also include with your application a copy of your public liability insurance for the sum of not less than £10 million.

Erection of crane licence

To apply for a crane licence the cost is £570 for category 1 roads or £315 for category 2 Roads (or all those not listed in the category 1 road list), please see Category 1 Road list to confirm which category the road falls in.
