Article 4 Directions - Houses in Multiple Occupation
We have made two Article 4 Directions to remove permitted development rights in relation to change of use from dwelling houses to a house in multiple occupation.
When the two Havering Houses of Multiple Occupation (HMO) Article 4 Directions were made on 3 November 2015 and came into force on 13 July 2016, the boundaries for the Article 4 Directions were based on the current ward boundaries at that time.
In May 2022, the Havering borough ward boundaries were amended.
As a result of the ward boundary changes it was considered necessary to confirm if the ward boundary change had impacted the Article 4 Directions.
This check has now taken place and the Article 4 Directions are not being changed in any way. The Article 4 Direction boundaries remain the same.

Direction Notice 1 - Brooklands, Romford Town, Heaton and Gooshays Wards
The effect of this Article 4 Direction is that permitted development rights to change any dwelling located with these four wards into a house in multiple occupation do not apply and planning permission will be required.
The Direction was confirmed on 3 November 2015 and came into force on 13 July 2016.

Direction Notice 2 - Whole of Borough, except Brooklands, Romford Town, Gooshays and Heaton Wards
The effect of this Article 4 Direction is that permitted development rights to change a dwelling which is a flat, terraced house or semi-detached house located within any part of the borough other than the four wards above into a house in multiple occupation do not apply and planning permission will be required.
The Direction was confirmed on 3 November 2015 and will come into force on 13 July 2016.
