Havering Council is calling on tenants, landlords and property agents to have their say on the Council’s Council’s private housing licensing consultation.

Hundreds have already shared their views but the consultation must close this week (6 July 2025), so don’t miss your chance to take part.  

The schemes, known as selective licensing and additional HMO licensing would apply to private rented properties, excluding mandatory HMOs.

If approved they will help support the Council’s commitment to ensuring that all homes in Havering are safe, in good condition and well managed, helping to create a fairer private rented housing sector.

Councillor Barry Mugglestone, Cabinet Member for Environment, said: 

“The private rented housing sector continues to grow, and we want to ensure that all private rented properties are operating legally and, above all else, safe. 

“Before any decisions are made, we need the views of everyone in the borough, especially those that live in a private rented home.

“Don’t miss out on the last chance to have your say and to help create a safer and fairer private rental property sector in Havering." 

Havering Council is consulting about two new licensing schemes which, if they are introduced, could come into effect in early 2026.

Before any decisions are made, the council must consider the feedback received through the consultation process. 

To date, the Council has received numerous responses, but they are keen to hear from more people.

Learning about the experiences and views of people living, working or studying near private rented homes is important to find out where change is needed.

The Council is also keen to hear from organisations that regularly work with anyone living in private rented housing, who have knowledge of the conditions that families and individuals living in the sector are experiencing.
