
Havering Council and Wates Residential launched phase two of their 12 Estates Regeneration Programme which will provide 3,500 new local homes.
This milestone was celebrated by a site visit from councillors including Cllr Ray Morgon, Leader of Havering Council.
Phase two begins with a demolition at a site on Chippenham Road, making way for 138 much-needed new homes.
Havering Council and Wates Residential marked the launch of phase two of their 12 Estates Regeneration Programme on Tuesday (12 August 2025) with a Councillors’ site visit at Chippenham Road.
The demolition of empty buildings on Chippenham Road in Harold Hill will make way for 138 much-needed new one to four bedroom homes.
The development will incorporate shared green spaces such as community gardens, play areas, and allotments, all designed to encourage community engagement and promote wellbeing.
Split over two phases, the demolition will take approximately 14 weeks to complete.
The event was attended by cabinet members and Council staff, including:
- Councillor Ray Morgon, Leader of Havering Council
- Councillor Graham Williamson, Havering Cabinet Lead for Development and Regeneration
- Councillor Paul McGeary, Havering Cabinet Lead for Housing Property
- Neil Stubbings, Strategic Director for Place, Havering Council
This project is part of the Joint Venture between Havering Council and Wates Residential, which will regenerate 12 council estates and provide 3,500 new local homes.
This initiative is one of London’s biggest social housing regenerations, doubling the number of Council-rented properties and affordable housing available in the borough.
