Havering Council has issued Fixed Penalty Notices to three different households totalling £750, after waste they paid to be taken away by a rogue waste carrier, was found fly-tipped in Brentwood Road.
The Council’s environmental enforcement team investigated and found that the rubbish linked back to three households in Hornchurch, Upminster and Kent.
After tracing the information, each household who all admitted transferring the waste to a private waste collector, was then issued an FPN [Fixed Penalty Notice] of £250, with all fines totalling £750 overall.
Havering’s enforcement officers regularly carry out on-the-spot patrols with the police to tackle the issue of illegal waste carriers.
If any waste carrier is found to not have a Waste Carriers Licence, they may be fined or prosecuted and also risk having their vehicle seized.
Anyone or any business that transfers waste to an unlicensed waste carrier, also commits a separate offence and is still liable for any waste if it later becomes fly tipped.
As part of its flagship campaign, Where We Live the Council is warning residents to check out who they pay to take their waste away
As they have a duty of care to ensure it is not dumped.
Residents are reminded to ask the waste carrier for a waste transfer note or receipt.
They must also check out if the waste carrier they are using is registered and can provide proof of the subsequent waste disposal.
Residents can dispose of their own additional household waste free of charge at the local Waste and Recycling Centre in Gerpins Lane.
Councillor Ray Morgon, Leader of Havering Council, said:
“This is another great example of the work our enforcement teams carry out.
“Under our Where We Live campaign, we are asking people to help us keep our borough cleaner and tidier and to not fly tip.
“This includes checking who you pay to take your rubbish away - if it gets dumped, not only is it illegal but it can be traced back to where it came from and you could be fined or prosecuted.
“Along with the police, we are also regularly carrying out stop checks on waste carriers and will take the strongest action against those who haven’t got a licence and who fly tip in our borough.”
