
The regeneration of the Waterloo and Queen Street site in Romford has reached another important milestone, with Blocks 9 and 10 progressing to planning submission.
Following a successful final public consultation held on 29 July 2025, Havering Council and Wates Residential have submitted a Section 73 and Reserved Matters application.
The proposals for Blocks 9 and 10, part of the 12 estates joint venture between Havering Council and Wates Residential, will deliver over 107 high-quality, affordable homes, a new Community Space for the local community, and attractively landscaped public spaces.
Feedback from the consultation was positive, with residents praising the partnership’s responsiveness to community concerns around building height, balconies, landscaping and design.
The updated proposals reflect a collaborative approach to place-making, ensuring the new homes meet local needs and aspirations.

The planning submission marks the final stage of resident engagement for this phase, which the Joint Venture is aiming to deliver by late 2028.
