Havering Council’s plans to transform the Farnham and Hilldene estate in Harold Hill will take a major step forward next week as the proposals go before the Strategic Planning Committee on 13/11/2025.

The proposed redevelopment forms Phase Three of the wider Harold Hill Town Centre regeneration programme and is part of the borough’s landmark 12 Estates joint venture with Wates, a £1.2 billion scheme delivering thousands of new homes across Havering.

The Farnham and Hilldene plans include:

  • demolition of outdated homes and construction of 481 modern new homes for local people, with over half designated as affordable
  • creation of new retail spaces, a vibrant public square, and flexible community facilities
  • a design focused on sustainability, including net zero carbon measures, biodiversity improvements, and enhanced public realm
  • a commitment that Council tenants displaced during redevelopment will have the right to return once new homes are complete.

The proposals follow extensive community engagement and a successful estate ballot, where 96.3 percent of voters supported the scheme, reflecting strong local backing for the vision to create a safer, family-friendly, and future-ready town centre.

If approved, enabling works are expected to begin in Spring 2026, following detailed planning stages for subsequent phases.
