Havering Council is proud to announce that the new Family Welcome Centre (FWC) in Harold Hill has received two prestigious recognitions.
It underscores the borough’s commitment to delivering high-quality, sustainable developments.
The FWC site has achieved an “Excellent” score of 45/45 across all categories, Community, Environment, and Workforce, under the Considerate Constructors Scheme.
This is the highest rating possible, reflecting exceptional site management, strong community engagement, local apprenticeship opportunities, and a zero-waste-to-landfill approach.
In addition, the project has been honoured with a LABC Site Recognition Award, acknowledging outstanding standards of site management and build quality during construction.
These achievements highlight Havering Council and Bugler’s dedication to creating developments that are not only well-built but also socially and environmentally responsible.
Councillor Paul McGeary, Cabinet Member for Housing Property and Gooshays Ward Councillor, welcomed the news:
“This recognition is a testament to the hard work and collaboration between Havering Council, and our partners, Bugler.
“The Family Welcome Centre is more than bricks and mortar. It represents our vision for sustainable housing and community-led development.
"Achieving top marks and industry awards shows that we are delivering on our promise to provide safe, high-quality temporary accommodation for Havering families who need them most.”

"The Family Welcome Centre, due to open in Spring 2026, will provide 74 modern, self-contained dwellings for Havering families in need, replacing outdated hostels with secure, energy-efficient accommodation.”
The project forms part of Havering’s wider regeneration programme, combining quality construction with social responsibility.
