The Council’s Cabinet will meet on 10 December 2025 to consider proposals for the future use of three former library sites following their closure earlier this year as part of budget savings measures.
The report sets out recommendations for each site.
Gidea Park Library (Balgores Lane)
Cabinet will be asked to approve in principle plans to redevelop the site for a six-person residential facility for children with disabilities, subject to a detailed business case.
This proposal aims to meet a critical local need and reduce reliance on costly out-of-borough placements.
Harold Wood Library (Station Road)
The Council is evaluating a community-led proposal from the Harold Wood Foundation for interim use of the building.
The site has been registered as an Asset of Community Value, giving the community the right to bid should the Council decide to dispose of the asset.
Longer-term options include potential housing redevelopment, with the existing war memorial retained.
South Hornchurch Library (Rainham Road)
Cabinet will consider approving the disposal of the site to achieve best value, with part of any capital receipt earmarked for improvements to the adjacent community hall.
These proposals align with the Council’s Asset Management Plan, ensuring surplus assets are managed responsibly while supporting community needs and reducing ongoing costs.
Councillor Graham Williamson, Cabinet Member for Regeneration, said:
“These recommendations aim to balance financial responsibility with the need to deliver services and facilities that benefit our residents.
“The proposals for Gidea Park, in particular, would provide vital support for children with disabilities and their families.”
The Cabinet meeting will take place at 7pm at Havering Town Hall on 10 December 2025.
