The Council has taken successful enforcement action against two properties in Bell Avenue and Park Drive, Romford, after the owners changed them to homes of multiple occupation (HMO) without consent.
Planning officers were alerted to the issues after receiving reports from residents and, following full investigations, issued Planning Enforcement Notices requiring the cessation of the HMO use and removal of associated works.
The owners then appealed against the requirements of the Notices, but last week the Planning Inspector, appointed by the Secretary of State, upheld the Council’s enforcement action.
The owners of the two properties are now required to:
- Cease the use of the dwelling as a house in multiple occupation.
- Remove the bathroom facilities to the rooms.
- Remove all debris, rubbish or other materials accumulated because of this work.
Cllr Graham Williamson, Cabinet Member for Development and Regeneration, said:
‘The Council will continue to take firm but fair action where planning rules are breached, ensuring developments and property owners follow proper processes and respect local policies.
“After gathering evidence and assessing the situation, the Council took proportionate measures to ensure full compliance with the law.
“I want to congratulate our Planning Enforcement Team for their professionalism and commitment.
