The regeneration of the Waterloo and Queen Street site in Romford has reached a major milestone, with planning approval granted on 26 February 2026 for Blocks 9 and 10.

Havering Council and Wates Residential received approval for the first phase of the wider masterplan with updated planning conditions (Section 73) and the detailed designs for the scheme (Reserved Matters), following successful public consultations, which helped shape the final proposals and gather community support.

The Waterloo and Queen Street development forms part of the 12 estates joint venture between Havering Council and Wates Residential.

Under the first phase, the two blocks will deliver more than 107 high quality, affordable homes, a new Community Space for local residents and landscaped public spaces that enhance the wider area.

Community feedback played a key role in the evolution of the scheme, with residents welcoming the partnership’s responsiveness to discussions around building height, balconies, landscaping and overall design.

Councillor Ray Morgon, Leader of Havering Council, said:

”This decision marks an important step forward for the Waterloo and Queen Street regeneration, which will deliver high quality, affordable homes and new community spaces for local people.

“We are pleased to see this collaborative approach between the partnership and local residents throughout the process has helped to make sure the plans reflect local priorities, as we move onto the next phase of delivery.”

With planning approval now in place, the Joint Venture will move forward with the next stages of delivery, with Blocks 9 and 10 targeted for completion by late 2028.
