Havering Council has issued an update regarding ongoing planning enforcement action at the site in Church Road, Noak Hill.

Planning Enforcement and Stop Notices were swiftly served on 4 December 2025 in response to unauthorised development identified at the location.

The recipients of the Enforcement Notices have since appealed to the national Planning Inspectorate.

As required by law, the submission of these appeals temporarily suspends the requirements of the Notices until the appeals process is concluded.

The Council will robustly defend its position throughout the appeal, maintaining that the developments taking place at the site are unacceptable.

Officers are currently preparing detailed written statements for submission to the Planning Inspectorate. Once submitted, these documents will also be made accessible for public viewing.

In addition, Council officers continue to carry out visits to the site to ensure compliance with the Stop Notice.

These visits allow the Council to monitor any changes at the location and to gather evidence that may support further enforcement action where appropriate.

Cllr Graham Williamson, Cabinet Member for Development and Regeneration, said:

“In recent days, a considerable amount of misinformation has been circulating on social media regarding the Council’s actions at the Church Road site.

“I want to make it absolutely clear that these allegations are entirely false.

“We understand the frustration of local residents and remain committed to taking all necessary and proportionate action to uphold planning rules and protect our borough.

“We will continue to monitor the situation closely and will update residents as the appeals process progresses.”
