Havering Council and its wholly owned company Mercury Land Holdings (MLH) have welcomed the Strategic Planning Committee’s decision to approve proposals for the regeneration of the Angel Way scheme.

The outcome from the meeting on 26 March 2026 marks a major step forward in delivering 106 high‑quality homes in Romford town centre, supporting wider town‑centre regeneration ambitions.

The Angel Way development will transform the underutilised ageing car park site into a modern, sustainable neighbourhood with new homes, commercial opportunities and improved public realm.

In addition to the delivery of much needed high-quality homes and regeneration of the area - the scheme will also make contributions towards local health provision and education, amongst other local infrastructure projects. 

Speaking after the meeting, Chris Hobbs, Managing Director of Mercury Land Holdings, said:

“Our aim has always been to bring greater choice and good quality to Havering, particularly here in Romford, where demand for modern, well-designed homes continues to grow.

The Angel Way scheme is one of several major projects MLH is progressing to expand high‑quality housing options across the borough.

Together, these developments form a key part of the Council’s strategy to provide new homes, unlock underutilised land and improve neighbourhoods.

Current and upcoming schemes include:

  • Albert Road, Romford – delivering nine residential houses, including a mix of two and three-bedroom family homes whilst maintaining the historic facade of the original school building.
  • Dorrington Gardens, Hornchurch – a carefully designed development of 34 homes supporting suburban housing growth while respecting existing neighbourhood character in the heart of the town centre.
  • Keswick Avenue, Hornchurch – six new three-bed homes with off-street parking adjacent to Langtons House and Gardens.
  • Peel Way, Harold Wood – providing a mix of four three-bed with ground floor units benefitting from their own private gardens, four two-bed, and one one-bed apartment, alongside improvements to the surrounding streets and environment.
  • Priory Road, Harold Hill – five, five bed family homes are now being marketed for sale.

Together with Angel Way, these schemes represent an ambitious pipeline aimed at broadening the housing mix, supporting regeneration objectives and ensuring Havering residents have more choice in where and how they live.

Following the committee’s approval, MLH will undertake further detailed design work, with further updates to be shared with residents and stakeholders as the project progresses.
