A business has been prosecuted and fined £8,474 for failing to maintain, remove and legally dispose of all waste from their land.

Eurobeam LTD, a letting and real estate company, based in north London, is the owner of private land off Atlanta Boulevard, to the rear of Atlanta House, Romford.

Following complaints received by Havering Council from residents and other businesses, environmental enforcement officers issued a Community Protection Notice following advisory and warning letters.

This action asked for the business to secure its land towards the prevention of fly-tipping and dispose of all waste legally and clean and maintain the private land.

The Council then issued three Fixed Penalty Notices each at £100 for Eurobeam’s failure to comply with the community protection notices,

These dated back to December 2025 and January 2026. No payment was received for any of the Fixed Penalty Notices.

In February 2026, the business was in receipt of compulsory strike off action (dissolution of the company), but the Council submitted an objection application to Companies House to suspend the strike off action so that criminal prosecution could start.

At Barkingside Magistrates Court on 7 April, the Company was sentenced in its absence, to pay fines totalling £8474.97 within 28 days.

This total includes a fine of £5,000, a victim surcharge of £2,000 and costs of £1,474.97.

The Council was able to take the action on absent landowners using the Anti-Social Behaviour Crime and Policing Act 2014.

Helen Oakerbee, Havering’s Director of Planning and Public Protection, said:

“We hope this sends out a message to all businesses, that as well as residents, they too have a duty to ensure they get rid of waste legally and responsibly.

"They also need to make sure their land and area around their business is maintained and secured so it will help towards the prevention of fly tipping.

“It can often be a complex situation if the land is privately owned but as this example proves, we will do what we need to, in order to bring the strongest action against those who ignore or break the rules.”
