Wates Residential and Havering Council have signed a Pre-Construction Services Agreement (PCSA) for Blocks 9 and 10 on the Waterloo & Queen Street estate in Romford.
Wates Residential and Havering Council have now entered into a Pre-Construction Services Agreement for blocks 9 and 10 on the Waterloo & Queen Street site in Romford, following securing planning approval in February 2026.
This agreement allows the project to move into the design phase, marking another important milestone in the delivery of more than 100 high-quality, affordable homes for local residents.
The blocks are targeted for completion in 2028.
Regeneration on the Waterloo & Queen Street site forms part of the 12 estates joint venture between Havering Council and Wates Residential, a £1 billion scheme delivering over 3,000 new homes across the borough.

“This is an important step in our long-term vision to transform Havering by building new family homes, regenerate our town centres, upgrade our infrastructure, and put Havering residents first.”
