The Leader of Havering Council has launched the Administration’s long-term vision and ambitions for the future of the Borough.
Called ‘The Havering Plan 2040’ and unveiled at last night’s Cabinet Meeting (16 September), it sets out the aspiration of ‘Creating London’s Super Suburb’.
This aspiration will be met by creating the best place in London for residents to LIVE. LEARN. EARN.
The best place for businesses to INVEST. GROW. THRIVE.
To do this the following values will be adhered to:
Havering First - This is the governing principle covering homes, jobs, schools, businesses and value for taxpayers.
Every decision should seek to improve the lives of Havering residents, businesses and communities.
The Council will put Havering residents first for the new homes we build, for new schools and new jobs and put Havering businesses first for new opportunities.
The Havering Way - This will be the Borough’s planning and place-making philosophy. Growth should enhance Havering—not just change it.
The Council will embrace growth while protecting the unique suburban character, heritage and environment that defines our Borough.
The Council will also expect all new developments to embed the Havering Way principles within their design.
Alongside this, there are additional values of:

Build Havering - Delivering Place-led transformation that will create places where people and communities thrive.

Grow Havering - Creating economic powerhouse zones to drive investment and opportunities for all who live and work here.

Improve Havering - Improving the quality of life for every resident through excellent public services, healthier communities, safer neighbourhoods and greater opportunity.
The Leader of the Council, Councillor Keith Prince AM, said:
“This is an aspirational and ambitious plan for the Borough.
"We want to do what is best for the Borough’s residents and businesses after hitting the ground running in our first 100 days and this long-term plan continues that work.
“We have a number of challenges ahead of us with our finances.
"Ensuring residents have access to homes, jobs and education, plus better infrastructure to support this is a key theme throughout our plan.
“We also need to carry on our journey of improvement in Adults and Children’s social care as well as offer better customer service.
“It is also important that we do all we can to make the Borough cleaner and safer as well as maintaining and improving our green spaces and heritage.
“The plan also looks at the strategic things that need to happen to help us get there, such as transforming Mercury Land Holdings into the Havering Growth Company, with a broader brief focused on promoting regeneration, attracting investment, and supporting growth across the Borough, alongside the work of the Invest Havering team.
“We need to get the fundamentals right to help improve the everyday lives of our residents and help the Council move from its current financial position.
“However, we can’t do this in five years.
"This is why we have set this ambitious plan up to 2040. Residents asked for change and we are doing just that.”
The plan also sets out the Council’s other key programmes for
Financial Recovery, a reimagined Romford Masterplan led by the Romford Market Renaissance Plan. A new Beam Park Masterplan, creating specialist Economic Growth Zones and new Rainham Masterplan.
In addition, a new Havering Local Plan will set planning parameters for the next 15 years, a new Green Havering Programme will ensure we continue to improve our local environment with real life changes for residents.
The vision also includes the delivery of a new Health Plan and a Safer Streets Plan.
