Havering Council helped to apprehend a serial fly tipper who has now been jailed and banned from carrying waste in Brentwood for five years.
The Council’s Enforcement Teams and Section 92 Police officers, who are partly funded by Havering Council, worked with Brentwood Council in a joint investigation.
It resulted in Daniel Hadley, of Hubert Road, Rainham, Essex, being sentenced at Basildon Crown Court after pleading guilty to four fly tipping offences committed between November 2024 and July 2025.
The Court imposed an immediate nine month prison sentence, a five year Criminal Behaviour Order and ordered the surrender of Hadley’s vehicle.
Havering Council’s Enforcement Team and the S92s were successful in identifying and seizing Hadley’s vehicle and then arranging for it to be handed over to Brentwood Council as part of the case.
They also played a big part in coordinating the sharing of information between Council teams and others, to ensure that this could be used in bringing the offender to Court.
The offences by Hadley involved large amounts of waste being dumped at rural and public locations across the Brentwood Borough, causing environmental damage and incurring huge costs for residents.
One of the incidents involved waste being deliberately set alight, requiring attendance by the fire service.
The investigation also saw the involvement of National Enforcement Solutions, with support also from Birketts LLP, Six Pump Court and the Metropolitan Police.
Councillor Terry Brown, Havering’s Cabinet Member for Planning and Public Protection, said:
“This action clearly shows that we do not tolerate fly tipping. We’re pleased that the fly tipper has been brought to justice.
“Information sharing between Council Enforcement Teams working together, recognised the sheer misery that this offender was causing to all residents, regardless of boundaries.
“Fly tipping is a crime and affects residents and is costly to deal with. We will always look to take the strongest action possible against those who commit this crime.
“I would like to thank our enforcement teams here at Havering, the Section 92 Police team and everyone involved.”
