Steven Kelly, former Havering Councillor and Council Leader dies

Steven Kelly, a former Leader of the Council, has died.

Mr Kelly was a Conservative Group Councillor and represented Harold Wood and then Emerson Park Wards between 2002 and 2018. He was Leader of the Council from January to May 2014 and was also Chairman of the Hornchurch and Upminster Conservative Association over a number of years.

Councillor Robert Benham, Deputy Leader of the Council, said:

“We are all deeply saddened by this news. I had the pleasure of working with Steven over many years in the Council. I admired his dedication and commitment to the borough and was touched by his endless ambition to improve the lives of Havering residents.

“On behalf of everyone at the Council, I would like to send my deepest sympathies and best wishes to Steven’s family and loved ones at this sad time.

“He will be missed.”
