Formal consultation on the East Havering Datacentre Local Development Order is now open.  

The consultation is open from 6 March 2026 to 7 April 2026.

The consultation will close 11:59pm on 7 April 2026.

The proposal

The East Havering Datacentre is a proposal for a datacentre campus in North Ockendon.

It is proposed to consist of multiple datacentre buildings, an indoor horticultural facility, a district heating network, Ecology Park, and visitors centre. 

The London Borough of Havering, in its function as the Local Planning Authority, is currently consulting on a draft Local Development Order (‘LDO’), that will allow the East Havering Datacentre Campus to be built.

An LDO is a planning mechanism used for large development projects.

There will be a short presentation by the Local Planning Authority starting at 6pm.

This will be followed by a question-and-answer session where the public can ask questions about the consultation. All are welcome to attend.

The event will close at 7.30pm.

To bring forward a LDO, there is a requirement to prepare and consult on a Statement of Reasons.

The Statement of Reasons is an important document that draws on all of the supporting evidence and technical assessment and provides the planning case for the draft LDO.

Environmental Statement and Non-Technical Summary

A full Environmental Impact Assessment (EIA) has been carried out to identify the likely significant environmental impacts of the proposed development as well as mitigation to avoid, reduce or off-set any likely significant adverse environmental effects, and where possible enhance any beneficial effects.

This is set out in the Environmental Statement.

The Non-Technical Summary provides an overview of the main findings that have been reported in the ES.

  • Upminster Library, 26 Corbets Tey Road, Upminster RM14 2BB - 9am to 5pm (Tuesday, Wednesday and Friday), 10am to 8pm (Monday and Thursday), and 10am to 4pm on Saturdays.
