To assist in delivering high quality development we have a Quality Review Panel (QRP).
This is an independent and impartial panel of built environment experts who assess the design of a proposal with the aim of improving the quality of buildings and places for the benefit of the public.
The Havering QRP is made up of 20 leading professionals and includes people working at the highest level in the fields of architecture, urban design, landscape architecture, heritage, industrial development, sustainability and engineering.
Havering's QRP is a service provided by Frame Projects and is funded independently of the Council.
Applicants are referred to the panel by the Council as an external service and fees are paid by the applicant to Frame Projects for delivering this service.
The Havering QRP will provide independent and impartial advice on development proposals, at the request of planning officers.
If an application is referred to the Havering Quality Review Panel, the person or company making the application pays for the panel to consider it.
Charging rates
Current charges for Havering Quality Review Panel meetings are:
- £5,800 + VAT formal review
- £4,130 + VAT smaller site review
- £3,000 + VAT chair’s review

Reports from the Havering Quality Review Panel relating to specific planning applications will be published alongside other documents related to that application, on our planning applications page.
Havering Quality Review Panel reports will also be included in planning committee reports.
