Current activity

Our principal contractor, Higgins, is currently in the processes of completing property surveys and investigations.

These surveys are a crucial part of these works so if you currently reside in one of these high rise blocks, please contact Higgins on the details below to book an appointment for your property survey.

Anticipated timescales

  • Investigations will be finished at the end of July 2026.
  • The final scope of works will be revised and confirmed by August 2026.
  • August to November 2026 - Preparation of our application to the Building Safety Regulator.
  • Approval from Regulator anticipated by April 2027.
  • Contractor to start on each site between May and June 2027.

  • Replacement of non-fire rated window infill panels to all one-bedroom flats.
  • Removal of ventilation shunt ducts to one-bedroom flats including fire stopping at each floor level.
  • Installation of new ventilation system for bathrooms.
  • New automatic opening smoke vents (AOVs) to communal lobby areas and head of stairwells. 
  • New LD1 fire alarms to all flats.
  • New sprinkler installation to all flats and communal areas. 
  • Remedial works to old warm air heating ducts in hallway/lounge cupboards.

Petra Estate

  • Overstrand House, Sunrise Avenue, Hornchurch RM12 4YW

  • Replacement of non-fire rated infill panels to rear fire escape stairwells.
  • Replacement spandrel panels between kitchens / boiler flues.
  • New automatic opening smoke vents (AOVs) to head of stairwells.
  • Removal of ventilation shunt ducts within each flat and seal with appropriate fire stopping at floor level.
  • Installation of new ventilation system for toilet / bathrooms.
  • New LD1 fire alarms to all flats.
  • Sprinkler installation to all flat and communal areas.
  • Remedial works to old warm air heating ducts in hallway / lounge cupboards.
  • External repairs to high level brickwork.

Kipling and Dryden

  • 1-57 Kipling Towers, Heaton Avenue, Romford RM3 7HT
  • 1-57 Dryden Towers, Heaton Avenue, Romford RM3 7HS
  • New automatic opening smoke vents (AOVs) to head of stairwells.
  • New LD1 fire alarm to all flats.
  • Sprinkler installation to all flats and communal areas. 
  • Blocking up of old gas and electric hatches outside each flat.
  • Fitting of fire collars to cast iron and plastic waste pipes in the bathroom and kitchen.
  • Remedial works to old warm air heating ducts in hallway and lounge cupboards.

Consultation events

We, the Major Works team from the Council, have previously held a number of drop-in sessions for residents and will continue to do so throughout the works.

We have now arranged a number of Building Safety Roadshow events to provide an opportunity to meet the wider team and talk about anything related to building safety.

Members of Havering Council’s Compliance and Fire Safety Teams, the Major Works Team, and the principal contractor, Higgins, will all be there to answer questions and explain what the upcoming works mean for your building.

These sessions are designed for you to share your thoughts, raise any concerns, and help shape how we deliver the safety improvements in your block. We’d love to see you there.

The first roadshow events are scheduled for:

  • 14 July 2026 - Kipling / Dryden Towers, 3pm to 6pm
  • 28 July 2026 – Delta estate, Gidea park, 3pm to 6pm
  • 29 July 2026 – Petra estate, Hornchurch, 3pm to 6pm
