Apply for or renew a Blue Badge

The Blue Badge scheme helps you to park closer to your destination if you're disabled. Sometimes known as disabled parking permits, it can be used throughout the UK and while travelling abroad within the European Union (EU) and in some other European countries.

Are you eligible?

Qualifying with further assessment

You'll qualify under this criteria if you:

  • have a permanent and substantial disability that causes inability to walk or very considerable difficulty in walking
  • or someone you care for are unable to walk or have considerable difficulty walking due to a permanent and substantial physical disability
  • have a severe disability affecting both arms, drive regularly and find it difficult to use all or some types of parking meters

You will need to provide medical proof to confirm that you meet the criteria to receive a blue badge, and further to this proof, we may contact you to attend an independent mobility assessment. Further information can be found in our guidance notes.

Qualifying automatically

Under some circumstances you may be eligible for a Blue Badge without the need for a mobility assessment.

You may automatically be eligible for a blue badge if you have proof that you meet any of the criteria given below.

When you apply you will need to provide a full copy of your letter of entitlement including all pages dated within the last 12 months showing the following:

  • full name
  • current address
  • start and end date of your benefit

(contact DWP on 03457 123 456 to request this if you don’t have one)

When you apply you will need to provide a copy of your Certificate of Vision Impairment (CVI). If you are registered as partially sighted you won't qualify for a blue badge.

When you apply you will need to provide a copy of your letter from the Service Personnel Veterans Agency. Please call them on 0800 169 2277 if you don’t have this.

When you apply you will need to provide a copy of your award letter from the Service Personnel Veterans Agency (SPVA). If you don’t have this letter please call the SPVA on 0800 169 2277.

When you apply you will need to provide a copy of any supporting letter from a doctor or specialist, such as a Macmillan nurse confirming this. There may be circumstances where you don’t need to pay.

How the application process works

  1. Before applying for or renewing a Blue Badge and to view a list of documents accepted for proof of identity, address and other supporting documents, please read our guidance notes.

    Please note if you are renewing, please apply 6 to 8 weeks prior to your existing badge expiring to make sure your new badge reaches you in time if approved.

  2. Click on the link to 'Apply for, or renew a Blue Badge' below to be taken to the GOV.UK website.
  3. Make a note of the things you'll need before applying from the list on the GOV.UK page.
  4. Click on the green 'Start now' button.
  5. You'll be asked to check your eligibility and answer questions about your disability as you fill in the application form.
  6. Once filled in your details will be sent to us to process.
  7. You will be asked to send us all the documents stated in your application within 14 days of filling in the form. Please note your application will not be completed until we have received your certified copy documents which you can either email to bluebadges@havering.gov.uk or post to: Blue Badges, Town Hall, Main Road, Romford RM1 3BB
  8. You will also get a tracking code sent to you so you can see the progress of your application. Go to the GOV.UK tracking page to enter your code to track your application.
  9. Once we have your documents we will make contact with you about the next steps to take including payment.
