Havering Council has released its annual Infrastructure Funding Statement (IFS) for the 2024/25 monitoring period.

It showcases the significant investment in local infrastructure, housing, and community initiatives through developer contributions.

Key highlights

Community Infrastructure Levy (CIL)

  • £1.79 million collected in Havering CIL receipts.
  • £902,000 spent on vital infrastructure projects, including public safety improvements and environmental enhancements.
  • A strong retained balance of £7.02 million, of which £5.4m has since been allocated (recognising that the IFS is published retrospectively)
  • Major projects funded include Rainham Marshes Environmental Improvements, Veteran Tree Survey, and Good Life Cultural Capital Projects.

Section 106 contributions

  • £1.7 million secured and £1.65 million received from planning obligations.
  • £2.27 million spent on priority projects such as school expansions, play area improvements, and sustainable transport.
  • £10.63 million allocated for future schemes, with a total retained balance of £13.47 million.
  • Affordable housing delivery improved, with 37 units approved and 69 completed during the year.

Projects delivered

  • Energy Doctors Programme – helping residents cut energy bills and carbon emissions, saving over £550,000 for Havering households.
  • Squirrels Heath Schools LED Upgrade – improving learning environments and reducing carbon footprint.
  • Rainham Riverside Public Realm Enhancements – boosting safety, accessibility, and biodiversity.

Councillor Graham Williamson, Cabinet Member for Development and Regeneration, said:

"These investments demonstrate our commitment to sustainable growth, community wellbeing, and environmental responsibility.

“By working with developers and partners, we are delivering projects that make a real difference to residents’ lives.

“We are also introducing a new Planning Obligations Supplementary Planning Document (SPD) in due course to help streamline processes and ensure transparency in securing future infrastructure contributions that support the wider community.”
