If you are a utility company or contractor, you'll pay to work on our busiest roads at the busiest times from early 2027.
We plan to introduce our lane rental scheme following the Secretary of State for Transport's approval, subject to a Cabinet decision and a 12 week trial.
Where lane rental charges apply
We'll publish a Lane Rental Network map showing the roads where charges will apply on our website when the scheme starts.
The locations are also published on the National Street Gazetteer hub, designated as 'lane rental' records within the Additional Street Data file.
What lane rental charges apply
You'll need to pay a daily charge for street works on traffic-sensitive streets during peak times.
Daily charges range from £1,000 to £2,500, depending on where the work takes place.
Discounts of up to 100 percent may be available for works that deliver significant improvements, nationally important projects, or schemes that reduce future disruption.

You must apply for a licence to dig up Havering roads under our permit scheme.
Lane rental complements permits by giving utility companies greater financial incentive to improve street works planning and delivery.
When you apply for a licence, you'll need to specify the dates and times and exact locations of the street works. We can then calculate lane rental charges.

The objectives and benefits of lane rental
We expect the scheme to reduce traffic congestion on Havering's busiest streets and reduce vehicle idling and emissions.
Our goal is to reduce the duration of street works or encourage work outside of peak times.
We'll spend 50 percent of the revenue on highway maintenance, 50 percent on initiatives to promote innovation and reduce disruption.
