Havering Youth Justice Service

The Turnaround programme is a voluntary Early Help intervention which is delivered by Havering Youth Justice Service (YJS).

The aim is to offer support to a child and their family as soon as a problem comes up, to reduce the risk that they will enter the statutory Youth Justice System.

To be eligible for the programme, the young person:

• has come to notice of agencies with enforcement powers for repeated involvement in anti-social behaviour (social landlords, police, community safety)
• has been involved involved in anti-social behaviour and has received a Community Protection Warning/Notice
• has been interviewed under caution following arrest
• has attended a voluntary interview (caution plus 3)
• has been subject to No Further Action decisions by police
• has been subject to a Community Resolution
• had had a first-time youth caution (not including Youth Conditional Cautions)
• has been released under investigation (RUI) or subject to pre-charge bail (PCB)
• has been discharged or acquitted at court
• has been fined by a court

The child must not:

• have previously received support from the Turnaround programme
• have previously been open to the YJS on a statutory order
• be a Child Looked After or open to Children and Young Person Service (CYPS) under a Child Protection Plan
• be receiving whole family support coordinated by a lead practitioner in Early Help

Children in need (CIN) may be eligible as long as there is a clear unmet need that the Turnaround Programme can meet as part of a coordinated plan.

How the programme helps young people

Turnaround can help young people and families by providing:

• help to find positive activities
• help with employment, education, and training
• advice and support around the consequences and involvement in anti-social behaviour
• help with thinking and making positive decisions
• help with managing emotions
• support around substance misuse
• support around physical and emotional health
• advice on sexual health matters
• parenting support

Aims of the programme

The programme aims at:

• preparing our children for the future and help them achieve positive outcomes
• reducing the impact of offending and decrease anti-social behaviour in our communities and schools
• helping our children to learn from the mistakes they have made and to be able to move on successfully
• ensuring that children can be transferred to services that help reduce the likelihood of re-offending

Consent

This is an entirely voluntary programme, there will be no penalty for non-engagement, although every effort will be made to encourage young people and families to engage.
