How Penalty Charge Notices are issued
We issue Penalty Charge Notices by using Civil Enforcement Officers on the street and by fixed cameras that are issued by post.
Observation period for parking enforcement
This depends on the contravention. For example, no observation period is required for footway parking or permit contraventions.
There is no legal requirement for an officer to observe a vehicle on a yellow line, however an officer will observe the vehicle to establish whether the vehicle is loading or unloading..
Penalty Charge Notices legislation
On-street Penalty Charge Notices are issued under Traffic Management Act 2004.
Moving Traffic Contraventions are issued under the London Local Authorities and Transport for London Act 2003.
Bus Lane Penalty Charge Notices are issued under the London Local Authorities Act 1996.
